During the early months of the First World War, Churchill led the naval war with vigor, but he was soon frustrated by the stalemate on the Western Front. In 1915, he sent an expedition to attack Turkey, an ally of Germany, through the Dardanelles. Disappointed by the Navy's indecisiveness, Churchill wrote this memorandum, quoting Shakespeare and Napoleon, in a futile attempt to persuade Admiral Lord "Jacky" Fisher to take command of the nation.
