Sept/Oct. 1993: constitutional crisis and uprising in Moscow

On September 21, 1993, the President of the Russian Federation Boris ELTSINE dissolved Parliament and announced legislative elections for December 12.

In reaction to this "COUP D'ÉTAT", the Presidium of the Russian Parliament suspends the powers of Boris YELTSIN and Vice-President Alexander ROUTSKOÏ is proclaimed interim President.

An armed madness seizes Moscow. This is the insurrection! YELTSIN proclaims A STATE OF EMERGENCY. After ten days of deadly clashes in the streets of Moscow (Arbat district), and despite the reluctance of certain military units to intervene against the civilian population, Parliament was brought to heel with the help of the army, which besieged and invaded the White House on October 4, 1993.

Philatelic envelopes had been canceled that day, thanks to our friend Sasha, a great reporter who covered the event in Moscow.
