Le Conseil de l'Europe est l'organisation internationale de la "Grande Europe" (46 Etats membres) dont le but est de promouvoir la démocratie, les droits de l'homme, l'identité culturelle européenne et la recherche des solutions aux problèmes de société en Europe.
Son siège est à Strasbourg. Le Conseil de l'Europe a été fondé par le traité de Londres, le 5 mai 1949 par dix Etats : Belgique, Danemark, France, Irlande, Italie, Luxembourg, Norvège, Pays-Bas, Royaume-Uni et Suède.
Depuis 1958, la Poste française met à la disposition du Conseil de l'Europe des Timbres de service. Ce sont des timbres destinés à l'affranchissement d'un organisme officiel (Conseil de l'Europe à Strasbourg, UNESCO à Paris) qui ne peuvent être utilisés qua dans les boîtes ou bureaux de poste desservant ces organismes.
